The Trump administration will stop issuing immigration visas to residents of 75 countries, including Somalia and Iran, that the White House says consume American taxpayer services once they move to the United States.

The State Department announced the move via social media, but provided only a partial list that also mentioned Haiti and Cuba. FOX News reported that the Bahamas, Moldova, Russia and many African countries were also covered.

State Department officials declined to provide the full list of countries and instead referred to the FOX News coverage.

"We are working to ensure the generosity of the American people will no longer be abused," the State Department said in a statement. "The freeze will remain active until the U.S. can ensure that new immigrants will not extract wealth from the American people."

The move comes as President Donald Trump and his allies have been targeting Somali immigrants living in Minnesota over a fraud scandal in the state. But it reflects a longstanding effort by Trump to limit who can legally enter the United States and become a permanent resident.

Federal officials have previously said tougher enforcement of what's known as "public charge" criteria could save taxpayers $9 billion annually.

Since 1882, legal immigrants have had to meet public charge rules designed to ensure that they can support themselves via work, savings or a sponsor, without relying on programs like food stamps or welfare.

The pause announced Jan. 14 gives federal officials time to determine how to consider more factors in making their decisions, including applicants' age, whether family members living in the United States already receive government benefits, or if the applicant had received federal assistance to care for their American citizen child.

"Put another way, the administration and clear congressional national policy on welfare and immigration point to the view that an alien who lacks self-sufficiency should not be admitted to the United States or be granted adjustment of status to that of a lawful permanent resident," the Department of Homeland Security said in November.

In 2019, the Trump administration significantly expanded the list of programs covered by the public charge rule, which also affected immigrants already living in the United States seeking to become permanent residents or citizens. The changes might have blocked legal immigrants who had used Medicaid or federally funded childcare for their American citizen child from ever getting permanent residency.

The Biden administration rolled back those changes in 2022, and the second Trump administration in November 2025 proposed removing almost all restrictions on what factors could be considered by frontline visa-processing officers. Over the years, factors considered by visa officers have included whether someone was a professional beggar in their home country, or whether they are elderly and likely to seek Medicaid help to pay for a nursing home.

The fraud allegations against a group of Somali Americans in Minnesota were first prosecuted under the Biden administration but were resurfaced and publicized in recent weeks. On Jan. 12, Elon Musk, a Trump ally and the world's richest man, reposted a graphic from Trump showing that Somali immigrants with children received public assistance at higher levels than native-born families.

Migration-rights groups say the visa pause will likely hurt American citizens living in mixed-status families, and note that use of taxpayer-funded services by immigrant families dropped even before Trump's 2019 rule took effect.

The new restrictions are unlikely to affect international players expecting to compete in the 2026 FIFA World Cup, which takes place in the United States, Mexico and Canada starting in June. Those players would typically travel on a different kind of visa that does not appear to be affected by the State Department pause.

It was not immediately clear whether international tourists would be affected, although the State Department said the pause was directed at people seeking to live permanently in the United States.

Administration officials said the changes will officially take effect Jan. 21.
